The attacker, armed with what witnesses described as an AR-style rifle, fired indiscriminately at vehicles—including a parked Tesla—into traffic, and toward the restaurant, where customers and employees were present.
Authorities confirmed that three people were killed, including one In-N-Out associate who was serving customers at the time, and at least five to seven others were injured. The suspected gunman was also found deceased near the scene, with no ongoing threat to the public. An armed civilian, widely identified by witnesses and online accounts as Twin Falls resident Jordan Salinas, exited his vehicle, drew a handgun, and returned fire at the gunman. Footage shows Salinas taking a defensive stance and engaging the attacker, actions that witnesses and observers credit with forcing the shooter to break off his assault and retreat. One witness account noted the gunman initially firing with a rifle before the civilian confrontation altered the course of the attack. Social media posts and circulating videos further depict Salinas moving toward the threat and later assisting with the wounded. While Twin Falls police have not officially confirmed Salinas’s identity or role, the visual evidence and contemporaneous reports strongly indicate that his defensive shooting interrupted the rampage and likely prevented additional casualties among the large crowd present.
Idaho’s legal framework played a direct role in enabling such a response. The state has long operated under permitless (constitutional) carry laws, allowing law-abiding adults to carry concealed firearms without a permit. Combined with one of the nation’s highest rates of household gun ownership—around 60 percent—Idaho maintains a culture of widespread responsible firearm possession.
